Yes, you can cut it into 3x12 strips. Since each individual tile measures 3x3 (nominal size), you can cut multiple of 3 inches such as 3x12, 6x12, and 9 x12.
Can you cut the 3X3 tile sheets into 3X12 inch strips? Your description only mentions cutting them into 6X12 strips.
